内阁改组（1）：政治要求超越行政需要

政治正确的需要，与行政无关

首相纳吉终于打开内阁改组的葫芦，以简单的5段声明，结束各方数星期来的猜测和期待，也完成「政治需求」的调整，而非「行政需要」的重组。

这是一场专为马华而改的「小改组」，此次改组所涉及的12人当中马华占超过半数的7人。两位遭除名者也来自马华，即交通部长翁诗杰，以及青年及体育部长黄日升。

其余5位有官椅坐者分别是，国大党和人民进步党各1人，以及3人来自砂拉越（人联党、土保党和民进党）。



除了配合马华新领导层而改之外，也考虑国大党主席三美下台前的部署，让老二巴拉尼威担任副部长。

这是纳吉去年4月接棒组阁后，14个以来首次的改组。他增设两个副部长职，即种植及原产业部，以及国内贸易、合作社及消费人事务部。惟，他没有在声明中表示，增加两个副部长职，更没说出原因，而是媒体自行点算后得出的结论。

一场没有惊喜和意外的改组说明，纳吉不愿在此时此刻大刀阔斧展开行政结构的重组，以及人事调动显示，他有意维持原状，让既定的政策按照原定的方向、策略和时间表执行。

太多和太大的人事变动，在「新人士新作风」的带领下，多少将对行政工作构成不同层面影响，显示纳吉满意内阁部长的表现，至少KPI达标，无需以改组惩罚表现欠佳的阁员。

重绩效和成效的他，尽量在减少对GTP、NKRA、KPI和NKEA的影响下，进行轻微改组，所以没有更动部门的主责范围，以不变应万变。

1 September 2009, Idris Jala sworn in as a senator, paving the way for his appointment as a minister without portfolio in the Prime Minister's Department.

Second Finance Minister also reporting to Finance Minister. So there is nothing wrong for the appointment from PM. 

Rocky Bru wrote on his posting “Idris Jala, a Minister reporting to a Minister.”

What people don't understand is why the Government needs another Minister to look at this thing called KPI. And why is this Minister answerable to another Minister, whose performance thus far has been far from impressive.

"The public is confused here," one of my regular correspondents from abroad pointed out. Najib needs to appoint more professionals to his Cabinet to help him realise the nation's Vision, but as the correspondence has it, "The execution of this strategy could have been better."

It is interesting to note that any initiatives by the Government (regardless whether it is Barisan or maybe Pakatan in future who knows?) will be criticized by any Malaysians.

One thing for sure Malaysians are darn good at throwing criticism on others without based on any hard evidences or facts.

Do you know the role of the KPI Minister involves influencing, steering and pushing the whole Government machinery (1.4 million civil servants) & the responsible Ministers to achieve the KPI Targets set by our Prime Minister?

Do you think any Tom Dick and Harry can do such a job? Some people here in the blog mentioned that "give me 2 weeks" and i can draft a KPI. Sure.

Everbody can draft a KPI. But do you know what it takes to design a proper KPI that can impact the Rakyat and also to deliver the vision of 1Malaysia? Talk, talk, talk - thats what we know best. Rakyat will keep on talking/commenting/criticsing no matter what the Government does.

It is just sad this polarity continues to exist in our country.

"Why we need 2 KPI Ministers" - Guys, don't you read the newspaper articles CLEARLY?

It was stated that Idris will be appointed as a CEO of PEMANDU (reports to KTK) and at the same time he is a Minister without porfolio.

It means, Idris is doing 2 JOBS at the same time.

It is NOT A MINISTER REPORTING TO A MINISTER. Idris will play a MINISTER ROLE on other matters assigned to him by the PM. But on PEMANDU, he will be the CEO, ie they guy who will implement. As you know KTK is the guy who will set the policy and governance, whereelse you need a strong driver to really execute the NKRAs. This is when you need people like Idris who has transformation / turnaround experience.

Hope it clarifies. Next time if you are not sure, ask or at least seek more in depth knowledge. Don't act smart and simply hantam like as if you know the world!

只有60分的内阁...

只有60%，剩余40%留给未来6个月再评分

纳吉排出的「轻微瘦身」内阁，令许多对改革充满期待的人失望。这是印象使然的政治现实，他离不开民意的审判。

他减少两个部门，排出「29+40」正副部长阵容，与阿都拉的「32+38」相差无几，相信真正令人民感到不解，甚至不悦的是占16%的11人以受委上议员身份担任官职，忽视人民在308的裁决。



尽管如此，纳吉也深感无奈，因为他必须尊重国阵「权力分享」的中心思想，接受巫统和成员党的名单，他能发挥的只是官职之间的调动而已。

13个成员党组成的国阵政府，内阁必须反映成员党的代表性，败选者入阁令人民对新团队形象打折扣，而且纳吉无法放手委任更多专才入阁担任合适官职，其委任的自由度受国阵精神限制。

若他能像美国总统奥巴马般，委任相关领域专才出任部长，人民可感受到他的诚意。可是国阵的体制缺乏委任专才任官职的自由度。大马不走美国的精英执政路线，而是以党治国，党职与官职挂钩。

喜欢与否，人民对「排排坐吃果果」的印象依然根深蒂固，纳吉唯有从巫统内部革新，尝试以身作则，启动其他成员党的改革引擎。

巫统以「牺牲3部长」论调佐证改革意愿。椅子少了，预料内部杂音和争议将陆续听闻，小集团随之成立，能否成为与纳吉对抗的B队则言之过早，相信他必然以强势领导压下没有生产力的异议声音。

诚意不足的内阁

平淡无奇，聊无新意，诚意欠奉

轻微瘦身，重表现和绩效的内阁改革路遥远。

期待和猜测多时的内阁名单周四出炉，国阵成员党最终可松一口气，结束多日以来的心惊胆跳日子，媒体也无需永无止尽的猜测分析。

纳吉宣布内阁之前花了12分钟唸出4页23段的声明，以「一个马来西亚，人民为先，表现为首」主题贯穿这份内阁施政演说，解释他对内阁的期许。



这项现场直播的演讲内容，比他在4月3日宣誓就职后的全国演说（6分钟，10段）更全面，折射出他对效率和表现的要求，所以委任许子根为首相署部长专司管理正副部长和部门的绩效事宜。

纳吉在演说中提出多项国家正面对的挑战，包括克服经济危机，并成立经济顾问理事会，其主席职的地位等同于内阁部长。



纵然新内阁已经瘦身，部门数目从原本27个减少2个至25个，部长人数（包括正副首相）从32人减少3人至29人，副部长的人数则比以往的38名增加多2名至40名。

相信这项「轻微瘦身」无法满足人民对改革的热切期盼，也一举推翻之前多项有关部门将合并的揣测新闻。



人民普遍希望，纳吉应乘着改革之势和两场不利国阵的武吉补选选成绩，加快革新步伐，落实显着和有意义的瘦身，而不是进行表面的润饰工作。

纳吉的新阵容中，取消1个部门（企业级合作社发展部），把另外3个部门，即新闻部，能源、水务和通讯部，以及团结、文化、艺术及文物部合并成两个部门，新闻通讯、艺术及文化部，与能源、绿色科技和水务部。

其余的部门维持原状，包括之前盛传可能合并的教育部与高教部，农业及农基工业部与种植及原产业部，以及取消联邦直辖区部等猜测都落空。

内阁阵容维持维持阿都拉时代的格局，人事部署则带有浓厚的「以党治国」色彩，几乎所有成员党党魁都获得一官半职（除了国大党主席三美威鲁和人民进步党主席卡维斯）。

308大选落败的领袖也赋予重任，如民政党主席许子根（首相署部长）、莎丽扎（妇女、家庭及社会发展部长）、周美芬（妇女、家庭及社会发展部副部长），以及阿旺阿迪（财政部副部长）。

这次的内阁相信是史上最多上议员阵容的排阵，部长人数为4人，副部长则7人。由于他们都以上议员身份担任正副部长，因此任期只有1届3年。

不加不减，原汁原味奉上纳吉的心水阵容

来自首相纳吉的新闻，他对内阁的期许，看法和要求。不加不减，不含人造加工，原汁原味。当做历史文件记录。

Prime Minister Najib Razak announced his Cabinet today and a series of reforms to government to best deliver for all Malaysians.

Announcing the new Cabinet, the Prime Minister said, "As I have spoken to people over recent days, I have seen and heard a desire for renewal and change.  A government that responds to the needs of today's Rakyat and prepared to serve future generations.



"I am proud to have selected 28 men and women for our new government who share this passion for our country's future." 

He said that his Cabinet would serve with:

- A sense of integrity and high standards, to preserve the public trust;
- Talent and ability that we will need in these challenging times;
- Loyalty to their party, their government and most importantly their country; and
- A passion to renew our country for a new century.

The Prime Minister also announced a series of major reforms to the structure and approach of government, including a series of Key Performance Indicators and a more streamlined ministerial infrastructure.

He said, "My Cabinet will not merely be a new team, with new faces; but equally a repositioning of roles and portfolios. It will also mark a new approach towards a transparent and accountable government, focused on delivery for the people." 

Speaking about the new Key Performance Indicators he said:  "I want to begin by introducing a new paradigm for performance and delivering results, through rigorous use of Key Performance Indicators. These indicators will focus on impact, rather than inputs, outcomes, rather than outputs, and ensure that public services deliver value for money."

The new infrastructure of government includes the abolition of two Ministries, a new Ministry for Energy, Green Technology and Water, a new minister responsible for unity and performance management in the Prime Minister's Department and a new, independent Council of Economic Advisors. 

The Prime Minister called on his Ministerial team to focus on delivering for the people of Malaysia.  "The people expect us to work tirelessly on their behalf; to listen and learn from them; to never rest in our commitment to One Malaysia.  We must never let them down."

He also challenged all Malaysians to join the government in building One Malaysia.  He said: "Let me challenge you in particular our young people to become part of our nation's renewal.  

"We all must understand that the days of top-down, government-knows-best are behind us. We can only achieve our ambitions for Malaysia when the government of our country and the people of our country work together to build a stronger nation."
